The answer is...yes.
The US was constantly shadowed and even buzzed by Soviet/Russian recon aircraft.
The recon aircraft just had to make sure they were not coming in on anything that could be mistaken for an attack profile, and particularly not to activate any combat sensors, arming devices, or targeting.
The US (when carrier were involved) would generally intercept the aircraft and hang with them...and maybe even try and get close enough to initimidate tham...but outside of that, we were not at war, and our aircraft were watching them too.
The JMSDF can expect to see a LOT more PLAN activity in international waters in the China Sea and ultimately the Sea of Japan and entire western Pacific, and the PLAN, in turn can expect to be watched by the JMSDF recon and patrol aircraft, photoed, and even shadowed by Japanese vessels...and probably Korean, US, and ultimately Australian too.
