Why does the PLAN let the Japanese plane get so close? Would the USN allow a Chinese or Iranian plane to get this close to an aircraft carrier?

What exactly can the PLAN do to stop the Japanese planes getting so close in international waters? Shoot them down? The only thing anyone, including the USN, can do in such a situation is to send up fighters of their own to intercept and try to intimidate the incoming planes. Perhaps that is one of the reasons why the Liaoning has been assigned to the NSF.

The answer is...yes.

The US was constantly shadowed and even buzzed by Soviet/Russian recon aircraft.

The recon aircraft just had to make sure they were not coming in on anything that could be mistaken for an attack profile, and particularly not to activate any combat sensors, arming devices, or targeting.

The US (when carrier were involved) would generally intercept the aircraft and hang with them...and maybe even try and get close enough to initimidate tham...but outside of that, we were not at war, and our aircraft were watching them too.

The JMSDF can expect to see a LOT more PLAN activity in international waters in the China Sea and ultimately the Sea of Japan and entire western Pacific, and the PLAN, in turn can expect to be watched by the JMSDF recon and patrol aircraft, photoed, and even shadowed by Japanese vessels...and probably Korean, US, and ultimately Australian too.

Two possible ways to get rid of recon aircraft overhead.
1. lasing the recon aircraft which is lack of laser warning equipment except for crew's eyes
2. bringing up interceptor and put them into collision headings. But bad thing such as J-8 and EP-3 incident may happen.

I have a serious belief that there is a LOT of dead fish (not the women in bed kind) happening as a result of continued 'fun in the sun' military drills.

Two possible ways to get rid of recon aircraft overhead.

Using a laser would be rather offensive especially if it does end up blinding the crew.

You can bring up an interceptor but don't need to put it on a collision heading. Shadowing and recon on the recon is a good reply. China needs more maritime patrol planes to even the playing field.
