There is no 071 Hull 4. There may later be 3-4 Type 071B, but first 3 LHD Type 075.
6 Landing Ship Flotilla Zhanjiang: YUZHAO 989, 998, 999
- 2 Landing Ship Squadron Zhanjiang: YUTING I 934, 935, 936, 937, 991
- 16 Landing Ship Squadron Zhanjiang: YUTING II 992, 993, 994, 995, 996, 997
- 17 Landing Ship Squadron Guangzhou: YUNSHU 946, 947, 948, 949, 950, YUBEI 3316, 3317, 3318
11 Fast Attack Flotilla Haikou:
- 4 Landing Ship Squadron Haikou: YUNSHU 945 (+ 1), YULIANG 973, 974, 975, 977, 979, 980, 986, YUBEI 3315
I suspect that as the old ships of the YULIANG class are phased out, they will be replaced by the ships of 17 Landing Ship Squadron.

C'mon, it got a flat top section doesn't mean it's a LHD.
If this is the assembly area and not the section frabication area of the yard, then it even more can't be LHD - LHD are ship so big that they're put together the sections inside the dry dock.
