Average time for type 056a from launch to service is 14 months.
Nominally, every ship of the class will be in service by Feb'21.

The Type-56 are being produced from a different set of shipyards than the Type-55.

So it's more likely they will restart mass production of Frigates, because that was what 2 of the Type-56 shipyards were previously building.

the PLAN already has like 30 modern frigates plus around 70 corvettes for a total of 100 ships for patrolling the SCS & anti-piracy missions, do they really need more of those ships? if they want to build more ships just to keep workers employed then they should just build something much cheaper like coast guard ships or civilian ships that can actually make back some of the money spent on it.

They've already gone on a construction spree building coast guard ships and civilian ships.

But a new class of 30 Frigates with high-end capabilities for contested waters would be justified.
They would be better suited to operating with the large numbers of Type-55 and Type-52D/E destroyers past the 1st Island Chain.
