Because that's not good for China. It is expensive, too risky, with many potential negative economic and political consequences.

I don't see why it's not good for China. None of what you said is a problem. The only reason I think it didn't happen yet is because it takes a long time to find a good place to build a base.

Whats suprising is that #3 from jiangnan (#5 overall) is also undergoing sea trials !!?.. Its been less than a year since it launched..

Might be wrong on this, but when a new class is brought into production, the first hulls generally tend to take more time to build, fit out and come to service. As production practices get refined and first time issues get worked out, it is customary to see things happen faster in subsequent ships. The whole process tends to become more polished and efficient.

Well, if the Chinese people and leadership is so immature that they can be goaded into changing their mind by your agitation, than they are really stupid and not fit to rule. First of all, decision making is a science, there are hard and well-defined metrics, systems and procedures that made it work. It is not at the emotional whim of some leader.

Yes, #2 from dalian (#4 overall) sailed on its maiden trial.

I think due to the different method Jiangnan and Dalian is using, Jiangnan's 055s require more time before launch, but they're more complete when they do.

Thus it's no surprise that Jiangnan's 055s need less time outfitting after being launched...

This is why you don't see Chinese navy stationing overseas, because there aren't any readily available port to call a base.

I know this is way off-topic but China does have overseas bases.

Possible.

Another possibility which I believe is more likely is that the second ship is in the advanced or final trial phase. The trials procedure for the PLAN has changed in the last one or two years and it appears to have two phases. The first phase is conducted by the shipyard and covers all the basic stuff. Then you have a second phase the ship is passed to the PLAN who will conduct trials of the combat systems, radars, weapons etc. Previously all the trials are done by the shipyard and the ship is only passed to the PLAN after every trial is done. This time, the PLAN takes a direct and active role in the trials where they will bring the ship right to the naval base and have it trialed there with the very people who will use the ship. After all the input is collected the ship is sent back to the shipyard to fit adjustments. They started doing this with the second block of 052D and the 052DL ships.
