Because you train the pilots? Use PLANAF airbases in the mainland for training? Have air combat exercises with other PLAAF and PLANAF pilots from other bases? Exercise with other PLAN ships? Does Djibouti has the necessary logistics needed to support an aircraft carrier? Because you want the ships closer to your potential conflict areas in the East and South China Seas in case something breaks out? Because you want to demonstrate your naval cajones to your Asian neighbors?
The expansion of the Djibouti base looks something that can be used for submarines to stop over, which I believe has been done, and for stationing and training PLAMC. It looks to me something for Type 071 and 075 to stop over.
America bases carriers all over the world and seems to get away with it. Why couldn't China do the same? And your original assertion is funky to say the least... the world's largest trading nation couldn't find more than a couple of ports on its vast shoreline to base carriers? Is that a joke?
And you're talking about the expansion of Djibouti today; I'm talking about what the base will look like when China is on its eighth carrier. If the facility is too little, then embiggen it. Simple.

Because China cannot get away with it. It does not have enough allies. Its as simple as that.
Ports don't make carrier bases. Not every port, and certainly by far most of them, are not military bases. They are not designed to handle to deal with the logistics of a carrier, from the ship itself to the air wing to the crew, which can be about 5 to 6,000. The fact that the Chinese carriers cannot even be based on any other Chinese naval base, or Chinese ports, which have been dredged to be some of the deepest in the world, is already proof of that.
Shandong in Dalian doesn't mean Dalian shipyard is a base. That is certainly not where the crew lives or where the munitions are going to be stored and all that.
Because that's not good for China. It is expensive, too risky, with many potential negative economic and political consequences.
Yes, #2 from dalian (#4 overall) sailed on its maiden trial.The second (?) of Dalian's 055 units is out for sea trials.
Whats suprising is that #3 from jiangnan (#5 overall) is also undergoing sea trials !!?.. Its been less than a year since it launched..
Unfortunately, this cowardly, timid mentality and its attendant rationalizations are endemic in China and in the present generation of Chinese leadership. That's fine - just as China transcended its weakness and poverty, in time it will transcend the mentality of the frightened peasant. I don't want to belabour this any further since it's already gone far off topic.

Well, if the Chinese people and leadership is so immature that they can be goaded into changing their mind by your agitation, than they are really stupid and not fit to rule. First of all, decision making is a science, there are hard and well-defined metrics, systems and procedures that made it work. It is not at the emotional whim of some leader.
