Today's major nuclear powers all have highly survivable second strike capabilities, there is no need to "pull the trigger before you get shot", therefore a nuclear exchange due to misinterpretation is very unlikely. Besides, a full-scale nuclear attack targeting the mainland should look quite different from a ASBM strike, both in scale and in trajectory.Why design a new cruiser class when SSBNs are pretty much perfect for such a role?
But the key problem, irrespective of what carries such missiles, is that if you start popping ballistic missiles off from the middle of the sea, there is a good chance someone else will think it's a nuclear alpha strike and launch a 'counter' nuclear strike before your missiles even hit home to show they are conventionally armed.
