The construction date of Type 055 had been commenced on December 2014
That was quite an old picture (late 2014 if I remember correctly) and there was no way to verify even now.

And the fact that it was only in 2016 that they finally putting the first hull of the 055 class together...that the shipyard took a year before they get the hull modules together would be uncharacteristically slow for them.

If steel was first cut for module fabrication in December 2014, then seeing the first modules come together in about June 2016 (a year and a half) is not that unreasonable at all, especially for lead ship of the class.

For surface ship? Cold or hot-launch regardless, we're still talking about doing it with a surface ship. So even if it's still technologically feasible, nobody would pursue this tech-tree based on realistic grounds, and certainly no DDG in this generaton, or CG and even BB in previous generations, would be realisticly feasible to do so.
First I agree it would be a bad idea. But ....
In the 'fifties there was the idea of a Multilateral Force in which surface ships would be built to be manned by multinational NATO crews to be able to launch Polaris missiles:

. The DF-21 has about the same diameter and is little longer and heavier than the Polaris missiles. Type 055 is somewhat larger than Guiseppe Garibaldi so it would be possible.

IMO it's just not a good idea. You are sacrificing way too much anti-air and ASW capability with the loss of all those VLS cells just to make room for maybe only 12? DF-21Ds, which by themselves are counterable by both SM-3s and SM-6s which Ticos and Burkes will be stocking plenty of if they ever sail into near-Chinese seas prepared for war. DF-21Ds are best (only?) suited for massed attacks from shore-launched positions against encroaching CSGs. Warships are far better suited to launch massed cruise missile attacks, which are much more easily carried out into blue waters. I would much rather fire 64 cruise missiles at a CSG than 12 DF-21Ds (assuming the entire front VLS section of a 055 is loaded with one or the other weapon) as I suspect it would take far more air defense missiles to down the former than the latter.

Why design a new cruiser class when SSBNs are pretty much perfect for such a role?

But the key problem, irrespective of what carries such missiles, is that if you start popping ballistic missiles off from the middle of the sea, there is a good chance someone else will think it's a nuclear alpha strike and launch a 'counter' nuclear strike before your missiles even hit home to show they are conventionally armed.

I think today's technology can find out those missiles's destination is also in the middle of the sea way before any strike order would be issued.
