I think likely that the first 054B will get commissioned first than that the first Type 026 Glasgow F88 that started laid down in July 2017 (expected commissioned in late 2026 ... almost 10 years)

In fact I think that a likely possibility that 8 054B will get commissioned by end of 2026

And perhaps 8 would have already been launched and 8 more would be under different stages of construction by the end of 2026.

Having a tall front tower, meant to hold a search radar.

To me, this is a convergence and parallelism of common sense and logic. A tall tower with a search radar has a deeper and farther radar horizon to detect sea skimming antiship missiles that's coming below the earth curvature earlier than mounting radars on the superstructure AEGIS style. That allows a greater reaction time. This is more or less an evolution of the concept behind the Type 45 destroyer.

This is followed by wrapping this concept with stealthier package. The reason so many ships look alike today is because of the common theme of radar reduction.

The big foremast that supports the new Air search/tracking radar described by various "leakers" looks similar to the Type 26. as does the general radar minimization seen in hull and super structure. It seems to me that this is an example of a how similar mission profile in a similar threat environment will generate similar, but not identical, solutions by designers. I will be very interested to see better pictures when she is launched.
