AN/SQR-19 would be towed behind some form of fish to provide it with a VDS capability. A capability not needed by a submarine.

Why the fascination with fish?

Traditional TAS does not need a fish at all. Plenty of ASW ships just have the TAS (no fish). And this is the case with the 054 as well. And TAS can achieve variable depth just fine on its own without the use of any fish. TAS isn't designed to float on the surface of the water (in case you are thinking along this line).

No a TAS can not. To achieve VDS it needs a fish, either a submarine or a some other device.

You obviously have not seen a ship with a TAS (cable + hydrophone only, no fish).

So here's a few pics to illustrate the point.

Note the small opening on the port quarter below the helo deck. That is where the SQR-19 Towed Array is deployed from. Can't deploy a fish through there can you? The 2 odd shaped protrusions lower down near the water-line on the starboard quarter are AN/SLQ-25 Nixie torpedo decoys.

As you can see, no fish on the USNS Invincible either.

The caption says:

Do you think the port in the middle for CANTASS can fit a fish?

To turn attention away from the fascinating subject of the definitions for TAS and VDS, Huangpu reportedly launched HP 6 (054A Hull 11) 20 May. This is the ship that is supposed to be named 550 SIPING and is the second destined for NSF.

The launch took place nine months afte the launching of HP 5, which indicates some speeding up of construction.

HP shipyard is really interesting right now. There is a bunch of modules lying around in what seems to be complete mess due to its limited space. And it's really hard to tell what modules are for which ship and how many ships they are intending to build. I'm personally kind of excited by it.

As for the sonar issue, I think all of the points have been made by now. Hopefully, we will see additional point in the future, but what I posted is all the pictures we have right now. Btw, I did take a look at 541 also and it seems to have the same setup as 540 and 542. It seems like all of Jiangwei-1 have been equipped with TAS. Hoping to take a look at some Jiangwei-2 in the near future to see what we can find.
