i am actually not convinced that these are the latest photos. I know that they got posted yesterday, but the last set of photos for this 054A showed much less scaffolding.

Well, actually the photos you posted in # 780 showed Hull 4 CHANGZHOU returning from sea trials. It would be very odd if it was now scaffolded again. There is unlikely to be a 5-month delay between sea trials and commissioning, as was the case with HP Hull 4 YIYANG, so your assessment that it will soon join the East Sea Fleet seems very likely to come true.
I'm not 100% sure, but I think these are pictures of the 5th 054A from HP shipyard. I know that 571 was visiting a while ago, so it could be it too. They were parked side by side in previous photos.

how much does this frigate cost? I hope that Pakistan will buy atleast 2-3 Type 054 frigates will complement the Type022P frigates very well

Are you sure it is the 13th ? ... it means will be at least 2 more to be built

That would make sense given the mast structures we have seen under construction at the same facility. This is a very interesting development, the 054A class is rapidly becoming very numerous.
