Who said without?
Chinese CG ships have very obvious mobilization capabilities. Just not for peacetime.
p.s. CG 052 is an interesting reversal to something not unlike 052B.

Since CG 054A have lost the Type 382, retaining it on at least CG 052D makes perfect sense.

Even if it's FFBNW, the effort to actually cut in and fit VLS cells into the hull would probably take more time and effort than changing the radar, especially since the layout has evidently changed. Deck launchers would be much easier, but I can't recall the PLAN having any (modern ones).

Could this be a future proofing move to anticipate possible future drone attacks?

Apart from pop3 and some academic papers - Not much.

Even with a successor, the tier currently occupied by the 052D/DG will remain separate to the tier of which the 055 is currently occupying.

Can someone please explain this absolutely stupid obsession some people have with the number of VLS cells on ships?
