Assuming there will be 8 054B, yes, I do expect that NSF will get four (replacing 053H3) and that ESF will also get four 54B (replacing 054 and 053H3). SSF will soon have eight 054A.
I think that there will also be 8 052D, and that SSF will get four, 172-175. But 117-120 to NSF, as you say.
NSF has certainly been upgraded in recent years, most significantly of course with the carrier. But it still comes third, I think, getting stuff handed down from other fleets. While ESF is building up its 039A/B submarine fleet, for instance, NSF gets the 039/039G replaced by the YUAN’s.
If you want to be alarmed, you can always find cause to be so. Japan apparently considers it an enfringement of its sovereignty every time a PLAN task force passes through the Ryukyus. I am sure Washington takes a much more detached view of that.
A matter of priority and urgency mostly. ESF and SSF got priority because the "Taiwan issue" been simmering - and for a few occasions went "almost hot" - for a long time, should and if it goes hot the military solution would fall onto those 2 fleets, thus they've been getting the priority in latest indigenous hardware (because you can't rely on imports if things erupt into shooting war); especially the SSF, whom always been the last for a long time, the growing importance of South China Sea and the urgency to defend China's claim, justify chance of overhaul and expansion, therefore being getting new toys first for the past decade.Can I ask a noob question? Most of the policies and attributes of the PLA are almost certainly derived from your own little red book than from any source out there in the real world.The seas in the north are well demarcated. China do not believe threats are greater in the North. Lack of water or other types of cannon fire at Chinese ships bears that out. The Chinese ships do use international waters, although on occasion they may drift towards the boundaries, possibly because of sea conditions, or possibly to reciprocate their own boundaries being violated. The Chinese policy has always been, since Mao's days, that don't mess with us and we don't mess with you; Mess with us, and we assuredly will mess with you. I can't remember if that policy was directly derived from Mao's little red book.

Unfortunately, "being a 5-cent gang" is not enough ground to boot him, unless the mods have different ideas. The price of free speech is that we've to tolerate senseless crap from time to time.
