alright, I figured after seeing someone post the HQ-9 article on CDF by Kanwa, I'd reply it here, I actually got the issue first, but my respect for PKF's articles aren't the greatest.
so basically, I think the main issue here is the part about engagement range of 7 to 15 km against cruise missile at a minimum height of 25 m and system reaction time of 15 s. Now, one must look at S-300 numbers to get an idea. Generally, 25 m is the minimum height stated by most of these long range export SAMs. For S-300, this website indicate the reaction time of PMU1 to be 22 s. So, that's not bad and you certainly can't expect same performance for 052C's AD system, which has different radar/seeker technology/combat system and probably missile. The other thing is that this is export version. It's hard to imagine the domestic version is like this too, so I would say that the part about China still important PMU2 due to its longer range to be false.
The other interesting thing that it mentioned is Belarus supplied the targeting system for HQ-16, HQ-17 and HQ-18. That's of course if you believe in Kanwa.
