Well, NK could never hope to offer China an attractive price for them, so I think they are safely ruled out.

Ok, but this being a bit too harsh, and I doubt China would want the negative American reaction over a few measly millions.
Looking around, the only countries remotely likely and able to take these Sovs would be Russia and India. I don't think either China or India can stomach the idea of such a deal, probably more likely for China to sell these to Taiwan. and the Russians are hardly going to be keen on buying back these tubs because of the negative image such a move will have, and also since they can just build more if they wanted them. The only way they would take the Sovs is if the PLAN sold them for next to nothing, but the PLAN is hardly
going to do that.
But if we suspend reality for a moment and imagine that someone like Pakistan can both afford and want the Sovs, it would be extremely easy seeing the PLAN positively snapping up such a deal.
Alas, it looks like the PN could barely afford to find the money to buy 054As on top of everything else they are getting of late, and the 054As are greatly cheaper to buy and operate and suits their needs far better.
