In terms of messaging, China should say that it's looking to calm things down. It should say that this time the exercises will be smaller, while not actually making them so.

This, shoot some more DF over Taiwan and when they complain throw their own messaging from last year back to them and tell them "you said if it's over 100km above ground it's not anyone's problem, so what is the issue here?"

In comparison, EPA’s assessment doesn’t seem so far fetched. Does anyone still tell the truth as it is?
His neurological exam can't be extremely detailed if it didn't include at least a basic mental status assessment.

I'm sure his handlers were present to make sure the doctor didn't ask him any difficult questions, like what day it is.

Yup. As I have said earlier, China should stay quiet, make no comment, no statement about the possible visit. If asked at MoFA media meetings, simply say No Comment.

While staying calm and quiet, do mobilise the PLA for extensive military drills. Let the WH and Pentagon 2nd guess and panic.

Oh and btw, release some more weather balloons to boost.
