This is great news for China! That means that 3nm is coming at around the end of 2022 to start of 2023.
This new development gives more time for Chinese IC companies to close the technological gap with TSMC

But 3nm will depend on EUV Litography, only if China can produce and deliver EUV Litography by next year the target of closing the technological gap on 2023 is reachable.

I wonder when Fully Chinese consumer CPUs and GPUs will become available. The insane markups for the GPUs here in the west is a great opportunity for GPU newcomers but I'm not sure how long it'll last.

It doesn't even need to be cutting edge either, the most common GPUs on steam are still the GTX 1000s and 1600s, which were made on 16, 14 and 12nm processes. A Chinese GPU thats competitive against those but actually in stock would be great.
The problem with GPUs is that it all translates to how good your software ecosystem is. The development that Nvidia and AMD have dedicated to their software ecosystems is almost as great as the architecture of the GPU itself. One option would be to make the drivers open source and let the community do the work for you, but that requires all ISA specifications of the GPU to be published.

Aug 25 (Reuters) - U.S. officials have approved license applications worth hundreds of millions of dollars for China's blacklisted telecom company Huawei to buy chips for its growing auto component business, two people familiar with the matter said.

But in recent weeks and months, people familiar with the application process told Reuters the U.S. has granted licenses authorizing suppliers to sell chips to Huawei for such vehicle components as video screens and sensors. The approvals come as Huawei pivots its business toward items that are less susceptible to U.S. trade bans.

Asked about the automotive licenses, a U.S. Department of Commerce spokesperson said the government continues to consistently apply licensing policies "to restrict Huawei's access to commodities, software, or technology for activities that could harm U.S. national security and foreign policy interests."

The Commerce Department is prohibited from disclosing license approvals or denials, the person added.

Probably chips with mature technology in which Huawei probably already has local alternatives.
