The Philipinnes says that they cannot cooperate with Taiwan with the investigation into the shooting or that the government cannot offer a official apology because of the "One China Policy". Do they have a point there ? And how would China respond if the Philipinnes ending up doing those things ?

They just want to drag China into this and cause a dispute between the strait, and even better if both sides argue over one another the authorities of the water. Unfortunately for them, China and Taiwan are too intimate and smart to fall for such an outdated trick. China should completely ignore what the Philippines have to say and continue doing its own thing. Taiwan is doing the right job to continue to increase sanctions.

I think this demostrates that within the PN gvernment, at the highest levels, there is disagreement on what to do.

One faction (the one that ended up carrying the day) does not want to admit direct responsibility and so are politically trying to put it off on the people as a whole, and using the One China policy to justify it.

In addition, they clearly are split on how to compensate the family.

In the end, it shows indecisiveness on the decison maker's part. Influenced one way, then another, then another, and then a final time in the space of one evening.

The last decision, IMHO, was simply wrong, and they would have been best advised to go with either of the two letters that they wrote to the ROC, that the ROC was willing to accept. If they had, this whole thing would have been long over.

Yep. It just amazes me that some faction in the govn't can send out an official letter in the name of the govn't without govn't approval. Better yet, they would send out another letter contradicting govn't's official position AGAIN after the govn't sent out a second letter. One word: chaos.

According to the information, the ship arrived at 20o north latitude and 123o east longitude at 2:30am on May 7 and was operating in the area between 19o 50 minutes and 20o 10 minutes north latitude, and between 122o 48 minutes and 123o 25 minutes east longitude until 8:24am on May 9, Tsay said.

Analysis of the information has showed that it “contained no disruption to data recording during the voyage,” meaning that that the VDR system was operational, Tsay said.

not half a failed state, it's totally a failed state. a forum member accused me of country bashing when I said the Philippines is the " most incompetent and underachieving nation in asia" and I mean't everyword I say! if you want to see what a modern day banana republic looks like the Philippines is the perfect textbook example.

Not indecisiveness. The Aquino Admministration wants to literally get away with murder. Very much a part of reality in Philippine Politics.

Well, I am certainly not ready to say that their offical policy is to murder Taiwan citizens or to commit murder. I will say that when they send another government one official letter, saying one thing, and then a few hours later send another official letter saying something completely different, and then repeat that process again...the same night...that they certainly appear indecisive to me.
