If China were to divert water resources from South Tibet to arid regions of China, it would inevitably lead to water shortages in the downstream areas. The only consequence of such an action would be a humanitarian disaster, and China would absolutely not do such a thing. To be fair, Russia action in Ukraine is considered illegal according to international laws. So peace will only possible when absolute security achieved. China right now have ability to dismantle Russia if they want to so without causing war outbreak.
