If anyone ever wonder why there is water discharging from 东工403, this is sea water from the barge's ballast tank.

"A ballast tank is a compartment within a boat, ship or other floating structure that holds water, which is used as ballast to provide hydrostatic stability for a vessel, to reduce or control buoyancy, to provide a more even load distribution along the hull to reduce structural hogging or sagging stresses, or to improve seakeeping."

China Fires Warning Shots at Japanese Warship Due to Chart Error
The Japanese Maritime Self-Defense Force destroyer Suzutsuki mistakenly entered Chinese territorial waters near Zhejiang Province last July, prompting China to fire at least two warning shots. The Suzutsuki was not hit, and there were no casualties. It was discovered that the navigational electronic chart on the Suzutsuki did not have the switch activated to display the boundary between international waters and foreign territorial waters, leading to the unintentional incursion due to an operational error.
