Large cartels in Myanmar/indochina do not operate on "telecom frauds", that's maybe a tiny part of their activity, the main activity by far is drugs/drug precursors.

I don't even get what you mean, isn't it the same shit as what goes on in Mexico, South America and inside US? Gangs fight over the massive drug markets, and sometimes a famous bystander with dubious connections get taken as a hostage.

Back when they were based in China, the CPC went to war with them. The end result is what we see today, no/nearly no organized crime in China but plenty in SEA. And triad nearly don't send drugs or criminals to China (exceptions obviously exist since they're not unitary organizations), but at the same time remain responsible for pretty much the whole non-cocaine drug market in the world.

So it's pretty clear some agreements exist.
