You're full of shit. Philippines kidnap for ransom was such a rampant issue on which then VP Erap Estrada was tasked by then Pres. Manuel V. RAMOS to establish a TASK-Force specifically to deal with then rampant issue - which by the way targeted Chinese-Filipinos en masse. The task force was then headed by PAF Panfillo Lacson Jr. the task force was deemed successful due to the brutal way of literally killing the would be criminals - most of which actually worked for the government.
There's also kidnap for ransom that happens in some Latin American countries that I don't want to waste anymore bandwidth than I already have.

I don't even get what you mean, isn't it the same shit as what goes on in Mexico, South America and inside US? Gangs fight over the massive drug markets, and sometimes a famous bystander with dubious connections get taken as a hostage.
Because the vast majority of triads cooperate/share intel/help keep drugs out of China for Beijing, China can't/won't purge them. Only prune them.
It is exceptionally rare some of this spills into China, but we need to remember that all of Indochina is essentially a giant shithole comparable to Mexico. Those are not safe countries to travel in.
