He is somewhat right, not necessarily racist. Take Israel, for example, who dominate Palestine but don't allow Palestinians to vote. If the Palestinians (even just West Bank alone) were added to the voting pool, the democratic process would likely end the concept of Israel as we know it.
By giving minorities the ability to vote, you've given them a chance at emancipation and endangered your exploitation of them (although, the US still managed to exploit them after voting rights via prison-corporate culture and systematic racism). Hence why earlier American leaders warned of the danger to "America" if blacks were given freedom.
Imagine what could've happened in American Samoa if the locals were allowed to vote.

Right, to do it properly you need to do the following as quickly as possible after you go on air and announce martial law:
1. Cut off internet, control/shutdown all media, do not allow any opposition voice or means to organize protest/resistance
2. Arrest key members of the opposition
3. Work out which part of the military is loyal to you personally, move the most reliable into the capital and control government buildings
Prigozhin at least knows No 3 and was on his way to carry it out, Trump and Yoon lost because they didn't do any of them and it worked for Min Aung Hlaing because he did all three.
