This stupidly dangerous idea of Ukraine getting nukes and warding off Russia has severe implications for China/TW as if it works in Ukraine then......a few tactical nukes in Taiwan might very well ward off the Dragon and its desire for reunification-the world is on a very slippery slope and it shows the utter desperation of the US/west.

Russia will never nuke the US until both it and China has exhausted every single weapon systems first.
If hypothetically Russia needs a nuclear level deterrence move, China would either give them the equipment to sink an US carrier conventionally or ensure Russia uses the nuke on non-NATO soil. We're however extremely far from that scenario.
These are completely not comparable situations, Ukraine is it's own country while Taiwan is inside China. Tactical nukes in Taiwan is US nuking China like it would be Russia nuking Ukraine if Russia sent nukes to the Donbass.
Meaning we will activate everything to defend against the nukes and if it fails, send the retaliatory MAD strike.
You spread a very dangerous and aggressively revanchists position when you imply any equality at all between Russia's expeditionary war and China merely defending itself. This is a party line spread by the extreme US nationalist who want to annex parts of China and should not be parroted by anyone who wants peace.

Because you keep thinking about this from the legality perspective instead of the political or geopolitical perspective. If the US can successfully threaten Russia with 5500 nuclear warheads into an unconditional surrender. Do you think they won’t try that again on China with 500 nuclear warheads. “We called the Russians bluff. There is nothing to fear about the bluff from the paper mache dragon.” is going to be the China hawk thinking.
The idea of washing your hand of nuclear consequence by giving nukes to a 2nd party is like a 5 year old trying to hide under the bed with his leg sticking out. It just means Taiwan getting destroyed before receiving a single one, and even if they do get their hand on one, using it just means America gets nuked in return.
There is a proper way to do this, the key is to not connect yourself to another's nuclear program, just look at North Korea and Iran, both are developing their own nukes and both China and Russia officially oppose them. Could North Korea really develop all the stuff themselves without external help, probably not, but the probability is not high enough start a nuclear exchange with Russia over.
Americans openly discussing giving nukes to Ukraine or Taiwan, without going through the pretense of self development, just goes to show the amount of mental capacity inside their decision making circles.
You are totally misunderstanding what happened there. Soviet nuclear weapons in Ukraine and Kazakhstan were sent to Russia for dismantling. This was done under the presence of weapons inspectors of the US. What this talks about is how the Russians then disassembled the warheads, at the Mayak site in Russia, and used the materials to make fuel for nuclear reactors that was then sold to the West.
That article specifically talks about some experimental use of weapons plutonium to make MOX fuel that would be burned in Canada. But most (if not all) of the plutonium was kept in Russia. They were supposed to make their own MOX fuel facility and burn their own plutonium themselves in civilian nuclear reactors. But when Obama stopped the construction of a similar facility in the US that would burn the US plutonium, then Putin put the kibosh on that. So the Russian plutonium was never burned. Neither was the US one.
What the Russians did end up selling to the West was their enriched uranium in the nukes downblended to make nuclear reactor fuel. But unlike the case of the plutonium Russia can easily make more if they want. The Russians have half the world's uranium enrichment capacity.
