The bad sentiment is the goal for multiple reasons - it freezes trade & investment relationships with China, it makes it prohibitively difficult for nearly every politician and business leader to advocate for improving U.S.-China relations, it moves the Overton window to far more hostile policy propositions very few people would’ve entertained previously, and it gives a blank check to deep state agencies to do whatever the fuck they want in re US-China relations. See for example, Walz’ trips to China being absolutely politically toxic.
Permanently freezing U.S.-China relations is the goal and rheylll do that by locking out every constituency that could possibly favor improving the relationship (local governments, exporters, etc). The amount of people who took the “Chinese influence” or whatnot seriously were the point - if the same thing were from any other country (ex: had Gotion been Japanese), it would be widely celebrated and welcomed, but since China has been deemed the bete noir of US politics, Gotion in Michigan is asked to leave (and with that, there is no permanent political constituency of West Michigan local governments, the State of Michigan, supplier networks, regional universities, and House reps that would thus support selfishlessly U.S.-China relations)
Theoretically that can be true.
What you are doing is making a big assumption, that the Americans actually know what they are doing, and have a plan or strategy to deal with China.
What these American politicians doing this week with their legislation, is just a big pep rally for themselves before a football game. A political rally is not a plan.
Case in point, the United States always bugs China about re-establishing their military hot line or something like that. The Chinese would rather not talk to them, but I guess the United States being such a nuisance finally relented and had some direct military talks with the Americans this past week. Do not expect that to last. Then that Sullivan character went all the way to Beijing last week. Nobody knows what he wants or what is doing there. No one cares.
If China is so toxic for the Americans, then why the highest levels of US power, the military and White House, goes out of their way to engage with China. This contradiction cannot be easily explained away. The logical conclusion is that they are clueless. We have seen such American behaviour before, such as Vietnam, I-raq, Afghanistan.

Anyone who has dealt with the Chinese before, already knows what the Chinese will do.
The Chinese will lodge a protest through official channels, then the Chinese will continue to sell DJI drones to the Americans for money.
