No, you're short-sighted again. Freezing US-China relations or preventing investment/cooperation isn't the goal; it's the method. The goal is to reverse the trend of China's economy and tech catching up and overrunning America's now questionable lead. Implementing the method is easy; anybody can fuck up their relations with anyone else. But obtaining the desired effect is the challenge and one that America has failed miserably by spurring China's indigenous innovation drive that was nowhere near as vigorous before the tech and trade wars.

What you are doing is making a big assumption, that the Americans actually know what they are doing, and have a plan or strategy to deal with China.
What these American politicians doing this week with their legislation, is just a big pep rally for themselves before a football game. A political rally is not a plan.
Case in point, the United States always bugs China about re-establishing their military hot line or something like that. The Chinese would rather not talk to them, but I guess the United States being such a nuisance finally relented and had some direct military talks with the Americans this past week. Do not expect that to last. Then that Sullivan character went all the way to Beijing last week. Nobody knows what he wants or what is doing there. No one cares.
If China is so toxic for the Americans, then why the highest levels of US power, the military and White House, goes out of their way to engage with China. This contradiction cannot be easily explained away. The logical conclusion is that they are clueless. We have seen such American behaviour before, such as Vietnam, I-raq, Afghanistan.

How do these waivers work in the United States?
I remember the United States government vs Huawei 5G war, and the United States government kept on granting waivers for their rural telecom companies that were slow to replace Huawei gear.
They make a law, then go right ahead and make a mockery of it.
But, you know, everyone is so used to the US government behaving this way, does not change anything. Who cares, right.
