tl:dr, cheapskate who didn't do the testing because it was expensive. Ignored repeated warnings including from his own suppliers.
Stockton Rush was a former engineer that got an MBA and went to work for McDonnell Douglas. By all accounts, this is what people from MDD (AKA New Boeing) do, so par for the course I guess.
