It does look like something of that sort.

I think, they are going to steer a light beam scanning a wide area by electronic means rather than mechanical means such as motor driven mirrors. The possible electronic means is IMO in the same way as DLP device, micro-mirrors on a silicon chip steered by electric signals. The beam is likely laser.

Anybody know what kind of frequency this system would operate in? Visible light would dissipate very quickly.

I'm guessing they will shift the phases of individual lasers to steer. There was a US army HEL program that sought to do something similar to combine lasers.

Did some research and thats what this is a photo of, not a photonic radar.
