It usually is, but I think rangefinder's lasers fall usually in the infrared side of the spectrum, so it isn't visible.

Let explain:
- we all know and accept that a new generation of attack and recon and transport military helicopter is in development for the PLA
- we do not know in the interview if he specifically talked about a next generation attack or other military helicopter for the PLA that we should expect
- we do not know if that model is specifically representative of any current ongoing attack or military helicopter for the PLA, or if it has any significance at all


So in other words, the interview doesn't confirm that a new military or attack helicopter is in development or on the way -- but we of course all expect it and it has been rumoured for a while.
