Assuming average height of some 1.75m, one gets a length estimate of the sub to just under 40m. Assuming 1.8 average height, one gets just under 41 meters.

40-ish meter long sub would definitely be a coastal little thing, somewhat akin to German type 205/206 subs, optimized for shallow and fairly small Baltic sea. Of course, it's plausible the today's sub is greatly automated, requiring a smaller crew, thus being able to cram some more capability in a hull of similar size.

that's already far too close, almost useless. at that point an enemy's forces would be striking inland targets.

That fundamentally depends on which enemy it is.

There are quite a number of nations in the region where having a number of submarines optimized to operate within 200km of China's coast could prove to be not only important, but economical from the perspective of fleet procurement and specialization.

the only useful regions would be the Yellow Sea and the Taiwan Strait. 200 km is far too short for East or especially the South China Seas.

A major detail that jumps out for me are the shelters and personnel on deck. Very unusual and not something I have seen with other Chinese subs, as there wouldn’t be much need for shelters or personnel to be on deck during transit as you would expect them to be below decks or manning the sail.

That, and the small size makes me wonder if maybe it’s unmanned.

If it is manned, I would suggest the small sub would have been designed for the SCS rather than mainland coast. Where such a small sub would actually be pretty ideal due to the shallow water and many bases in close proximity meaning are not loosing out much with a smaller boat.

It's not small enough to be unmanned. The technology to pilot an unmanned submarine has probably not been exhaustively experimented on a sub of that size. A loss due to an accident would be very expensive.
