That is definitely something that would be tried but there are several problems associated with that approach: Number of ballistic missiles with enough of a range is fairly limited, especially in the light of majority of them being needed for taiwan. Whatever damage those missiles do, it would rather temporary and would need to be followed by another strike, and another one, etd. Runways are relatively easy to repair.
Number of available missiles would also dwindle down for the bases that are far away from china. So much so that I doubt there is enough missiles to do the job, for example Guam. Okinawa would definitely be hit, but that is just one base - albeit very well positioned one and very important for the US.
