That is definitely something that would be tried but there are several problems associated with that approach: Number of ballistic missiles with enough of a range is fairly limited, especially in the light of majority of them being needed for taiwan. Whatever damage those missiles do, it would rather temporary and would need to be followed by another strike, and another one, etd. Runways are relatively easy to repair.

Number of available missiles would also dwindle down for the bases that are far away from china. So much so that I doubt there is enough missiles to do the job, for example Guam. Okinawa would definitely be hit, but that is just one base - albeit very well positioned one and very important for the US.

Decoys can be carried on a standard bomb rack and weigh under 500lbs. There are two types, unppowered gliders called TALD and now a powered version called ITALD. ITALD is pretty cool since they can be carried along with the strike ordinance on the attacking aircraft. Also we have used swarms of target drones, specifically BQM-74's, to simulate an airstrike and fool enemy defenses into targeting the drones rather than the actual strike "package".

It has to be said that the funding for these drones in US air services hasn't been going like it was planned some years ago. Some attribute that to ever improving resolution of new radars and the precise syntethic images they offer. With them, physical size of decoys matters greatly, as a small decoy, no matter how great RCS it gives out, will still be seen as a physically small object. At appropriate ranges, of course.
