Do not confuse also readiness % for materials in the country in peace time not deployed and in operations deployed him better coz they are the best materials maintained, more spares, much money for her...
By ex for Rafale in France 45 % and overseas 90% but small fleet ofc impossible get this big ratio for much fighters or possible eventualy during wartime, not as with ISIS ofc... coz money unlimited for maintain.
Idealy a disponibility of 2/3+ is good.

Example For Vietnam you mention is completely different during War much losses coz ennemy during operations more stress accidents etc...

... yeah but that's what matters about weapons! how they perform during freaking war (not at a military parade)! stuff like if they can get fixed by a mechanic in trenches, or in a factory on the other side of the ocean, is important, I guess

(OK I admit I would throw up even at the thought of embarking a helo to fly me into the fight :)

Osprey is still a growing system so numbers are going to change, as more come online. The numbers I gave were during operations in Iraq and Afghanistan so that should be considered to indicate that Osprey is maturing.

I didn't get the "procurement" part (for example the paragraph
During the hearing, Sen. Jack Reed (D-R.I.), the top Democrat on the committee, said the pause in procurement between the end of the Marines’ buy and the beginning of the Navy’s CMV-22B procurement could break the terms of the multiyear procurement contract. Mabus said at the hearing that “it was certainly not our intent to break the multiyear, in fact we thought we were folding this in under the multiyear vehicle. If we inadvertently are breaking the multiyear that was certainly certainly not our intent.” However, Reed spokesman Chip Unruh told USNI News that “if we approve the budget as submitted, that would lead to a breach of the multi-year contract, which is contrary to what the witnesses stated at the hearing, and Sen. Reed continues to monitor the situation.”
