Did they? I remember reading an article by a British field Marshal ( I've forgotten his name) in International Defence Review nearly thirty years ago that in case of a war with the Warsaw pact NATO would defend itself in East Germany or Poland. It was called Forward Defense. The Warsaw pact were never strong enough to consider attacking Western Europe.
