In answer to your comment...Actually he's a Bosun mate and he is "piping" the President aboard the ship. He's holding the B'sun pipe in his right hand as he probably is right handed and can't use the pipe with his left hand.

The USS Blue Ridge(LCC-19) in Victoria Harbor, Hong Kong, is the first United States warship to make a port call to Hong Kong since November, when the aircraft carrier USS Kitty Hawk(CV-63) and two minesweepers were turned away from the port, in a blow to relations between the United States and China. The Blue Ridge, the amphibious command ship that is the flagship of the Seventh Fleet, and its 700 sailors will stay in Hong Kong for a few days, Capt. David Lausman told reporters on board.
