General Hyten is responding to the threat that China and Russia are building now against the United States, he's reminding us that we need to be vigilant and prepare to defend ourselves.
Wouldn't you council a nation to defend themselves against a developing threat?
Russia is fine. They have thousands of nukes and necessary delivery systems.
But for China, it is the other way around. They have a no 1st use policy. They have a much smaller nuclear arsenal and delivery systems. With the ever-growing US ground-based ABM systems and future sea-based ABM systems, China has to either strip their no 1st use policy and build A LOT more nukes or alternatively develop systems that can penetrate ABM systems to hit selected targets in the ConUS. The US is going put multiple KKV in a single GBI soon. Don't forget a single Ohio class SSBN has 24 tubes each carrying a Trident II D5 SLBM, and each SLBM can carry 8 to 12 MIRV. That is almost the entire Chinese nuclear arsenal in just one SSBN and the USN has 18 Ohio class SSBN. So from the perspective of China, they are merely responding to a massive potential threat. They are quite vulnerable to a 1st strike and require sophisticated systems to penetrate any ABM system. They need to heavily increase warhead survivability due to their small arsenal. This where the HGVs (and Waiveriders) come in, along with the new mobile ICBMs like DF-31AG and DF-41 that can be hidden away in case of a 1st strike.

You and I both know the US is not gonna first strike anybody, unless that entity is preparing to first strike the US or our allies! It's simply NOT in our psyche,,, but we will be glad to hammer anybody that does?? so laugh all you want, General Hytens is simply reminding those bearing responsibility for our defense and the people of the United States, who and what the threat is.
It IS very laughable to put China in the same list as Russia. China is a nation of a puny nuclear arsenal with an official "No-1st-use" policy compared to the Russians. Understand, the Chinese perspective when they see ever more sophisticated US ABM systems popping up especially the future Aegis-based ABM systems with potential multiple KKV. You and I may think the US will not 1st-strike China, but that is not a chance the Chinese leadership will ever take. Regarding the Russians, yes fine. They not only try to meddle in your elections in a big way (which is literally an act of war) but they also have the worlds largest arsenal and has "Mutually Assured Destruction" capability. China only has a somewhat "Credible Minimum Deterrence" and they have to preserve that. The alternative is to build up a massive arsenal. Understand, it is actually more responsible of China to maintain small but survivable arsenal and thats where new hypersonic weapons come in. For the moment French actually have a better Deterrence than China with their Triomphant-class armed with M51SLBM. Off-course, conventianally armed hypersonic weapons are fair-game for all side.
Well stated, you did concede that you yourself do NOT believe the US will first strike, (they won't), so if you and I are able to figure that out, lets not pretend the Chinese are ignorant. The American Psyche isn't a mystery, nor are the Chinese a mystery either? Its easy to vilify the US, and use "fear" to justify "amping up" the tension in the SCS and ECS, by building those amazing islands and proclaiming those as sovereign territory and the US as the "bad guys" when we continue FON exercises??
Honestly, with the North Korean threats against South Korea, Japan, Guam, and Hawaii?? do you really think China doesn't grasp the concept of the US and our Allies taking defensive action?
