Good question, and I think you are correct. These Orders will be larger in number and continuous over future years so that they can build up a skilled labour force… or at least that seems to be the plan. If the Increased procurement actually leads to downstream investments and improvements in infrastructure and labour force is another question entirely. I suspect this budget would include subsidies for shipbuilders as well, but we will have to wait to get the full details.
They can try. But they cannot escape the math. The US simply does not have the population to do this work, even if it had the facilities. And even with the population that the US does have, they don't live near shipyards, the shipyards do not pay well enough (relatively) and its not the type of work people want to do.

If the US is going to fix its shipbuilding problem it either needs massively automated shipyards, imported labor or foreign shipmakers abroad.

It’s probably okay for advanced warning but EWACs nowadays are capable of so much more — like actually sharing the load for guiding AAMs to target. I doubt that this is something you can do with space based assets in real time.

They are intended to be a full one to one replacement for airborne EWAC, so I assume they will have the capability to do that either from the first tranches or in a future iteration. I have no idea what the DoD is thinking or how they will achieve this. Airborne control will likely be relayed from a ground station and/or performed with heavy use of automation/AI.

That’s not the point. You need target data in three axis in order to properly guide a missile to it. How are you going to get the Z axis data from a completely top down orientation?

That comes intuitively with using radar doesn’t it? If they’re still using EO/IR then a huge constellation of AMTI satellites can triangulate the target together. With how bullish the DoD/USSF is on AI, I believe the intention is for a lot of sensor fusion and automation to work in unison to solve the issue of spaced based tracking without using less amounts of massive, expensive and unsurvivable radar satellites.

If they can get this amount of satellites into space then they’d won already since the LEO is so cluttered that no one can send any assets into space.
