The Japanese should have no right to restrict the movement of the ocupational USA forces, regardless of any infection or similar issue.
What "occupational forces"? The US military is a guest of Japan. The fact there are agreements relating to this doesn't make their prescence any less consensual.

Japan's Covid-19 controls are often prefectural rather than nationally imposed, and it appears that Okinawa prefecture is one area where extra controls have been brought in. Having foreign military personnel exempt from rules that Japanese citizens and other resident (non-military) foreigners have to follow would make no sense. It would also increase hostility towards the US military, which Washington would obviously want to avoid.

Looks like Japan and the US are working out a reasonable solution.

You don't seriously believe this do you? There's only one reason why US bases are in Japan, and that's because the US wants them to be there. The Japanese public have never been consulted or consented to their presence.

US bases are deeply unpopular among Japanese locals.. There have been numerous protests against them.

Typical mindset of the US. It's not going to follow Russia and China on hypersonic development. It's skipping ahead. That's why don't expect large-scale high speed rail coming to the US. That's already been developed in other countries. The US isn't a follower. It's the leader. But the fact is the US just failed to get it going not because they can do it better.
