precisely, if you read what kendall had said, they had some designs, determined it was no good so they scrapped it. then trump came along suddenly its back on. this tells me that the decision making process is not deliberate. the Chinese had a very clear idea of what they wanted out of their aircraft, it does not appear to be the case with the US.

Biden overthrew Trump's policy, then Trump came again to overthrow Biden's. Again and Again, never stops. :rolleyes:

That is not at all what he said. He said along the line they had budget concerns over whether they can afford the design they had. And these budget concerns were mostly for to the FRA. if anything, changing the design would’ve made it less capable

you dont seem to know how to read in between the lines, let me break it down for you:

Kendall said that he put the project on hold because there are other priorities and opportunity costs. critically, he said that "he was unaware of what tradeoffs the Trump administration may have made or may be planning to make as part of the decision on the F-47."(!!!) as someone who has worked in the government, i can tell you this is Kendall politely saying that he does not agree with the decision and is distancing himself from it. The guy that oversaw the NGAD program over the last number of years is not confident that this is the right decision. if he were he would not have come out so quickly and say this stuff, right after the announcement.

And they also said there was no time to change the requirements and that the EMD contract they just awarded is very likely unchanged from what it was originally. And Kendall was a big player behind those original requirements. I dont really care what his personal opinions may be, hes been doing this budget scare shtick for some time now, he canceled ARRW over it and he tried to do it with NGAD. Kendall at one point said hed want NGAD to be similar in price to an F-35! If he got his way im confident NGAD would've been severely compromised

Very 2015(when program started) I'd say.
But it's 2025, and we're talking about 2030...5ish aircraft.
We could also take the situation differently:

1) The administration in place are looking down on Chinese new fighters and think that they have already an edge and a little step is enough.

2) They need it faster than designing it from a white sheet of paper. Could see it like a stop gap solution to save face.

3) They need new fighter to replace F-22 and F-35 in air superiority. Right now F-22 are becoming scarce, old, more and more unserviceable. F-35 is what he is, half of them not mission capable, most of them bellow block 4 and unable to do most mission anyway.

4) It need to be good enough and in enough number to counter J-20/Su-57 and export models from China and Russia.
