Where has it been said that it is DEFCON 2?
It’s possible that the site was hacked. We do know that hackers have been targeting Russia’s media outlets and government sites. Ukrainian sites were targeted as well.TASS had reported it before it was taken down.

They do have problems with mass production in some areas. A notorious one is on smart bombs, hence why they rely more on the inmense stockpile of dumb bombs left by the soviets paired with ballistic computers on their planes.

My understanding is lack of production facilities for the munitions and their guidance systems.But is that because of a lack of $$ or chipsets or really a technical or factory issue? Or perhaps they find it more viable to use old stockpiles of bombs, which almost certainly have an expiration date, rather than expensive guided munitions.
You’re comparing 2 completely different situations though. The entirety of the west is putting is giving its support to Ukraine. Iraq never enjoyed any such assistance. Russia can’t act with impunity like the imperialists can.
