I wouldn’t be surprised by it, I haven’t heard or seen anything yet about it but I imagine that both sides have taken large amounts of non-fatal casualties so far and it may be a preparatory action, a preventative measure if you will; I’ll do some digging.
Russia doesn't have SEAD drones akin to Harop? Seems that even Azerbaijian engaged in a more technologically advanced war back in 2020 than Russia today.

True, but given that tactical air defense have limited range, ammunition load and are only typically placed near high value targets, it could be easily rendered inoperable by saturating the area with SEAD drones.
