Well that would make a little bit of sense as to why they would even attempt this silly daring seemingly futile mission. I seen a few reports who say thousands of forces are still in Mariupol, that's why it makes no sense to me for them to try this unless there are extremely sensitive personnel that they were trying to extract.The rumor is there's foreign special forces trapped there.

I think most high value targets have escaped. One of the downed Ukrainians said they had been conducting multiple helicopter sorties to Mariupol over the past few weeks. The real C&C for Ukraine's military is NATO right now. They could have coordinated it with a local commander without getting everyone in Ukraine aware of what's going on.
