05B should have the same rotating mast as 076. That looks like Coast Guard colors, it's probably another Coast Guard 054A-mod, I think.
Very interesting and valid thought by T-kun_CG on Weibo that the giant gap under the rotating radar installment would be for the circular IFF arrays seen on the Fujian.
That's possible, but I also don't see why they don't think the gap could just be empty for the lower part of the radar assembly.
When 054Bs were first launched, they also had that gap below the primary array but it was filled up with the bottom of the structure as well.
