A lot of Pakistan's internal military politics is based around the concept that they lack strategic depth and need to get it somewhere.
That might be pushing into Kashmir or Afghanistan. This is similar to the geostrategic issues Russia has. But Russia controls the flats around both sides of the Urals. So they can count on that as a strategic reserve.
So while I don't agree with Pakistani, well the secret services at least, policy with regards to support these types of insurgents I understand it from a geostrategic point of view.
