well kinda sorta. It's a bit more complicated.

First this was before the US Russia fued KM-SAM develoupment dates between 2001 And 2011.
things between the Eagle an Bear were better then.
Second although designed by Russia production is Korean of the KM-SAM.
Third the S400 and KM-SAM use some common components like missiles and radar but the South Koreans tailored it into its own system. S400 is both the basis of and farther development of the Russian side of the program.

THE FIRST TURKISH LHD ANADOLOU CONSTRUCTION IN ADVANCED STAGE

The first Turkish LHD (TCG Anadolou) is in advanced state of construction.
The second sister (TCK TRAKyA) will be laid down soon after.
The Turkish Navy plans to embark a number of F-35Bs on these ships.
Will they ever receive any of these planes? Will they ever embark a VSTOL plane of any type (which one)?

The S-400 affair looks like hampering the Turkish Navy plans and real power projection capacity.

The United States has reportedly stopped shipping equipment related to the F-35 fighter jet to Turkey. Washington’s move comes after Ankara insisted on purchasing the Russian S-400 missile defense system.
