Through the neck is even harder for the shooter, and even worse for the victim, because you'd have to get pretty lucky for the bullet to not mangle something important on the way through. Being shot in the head from distance with small calibre might actually be better, although if it is it isn't by much.

I don't know why do you think that is wrongful. Perhaps you think that such a policy somehow contradicts with sexual slavery. It does not remotely. You want people who are loyal, and people that identify differently are rarely loyal. In the end racial policy is all about security.
