But PRC has in form of money that is collected as tariff that is going straight into the federal budget.

Oh you mean US corporations haven't told Trump US tariffs on Chinese exports is wrong since they'll hurt more than China? The profits of Japanese products actually go back to Japan. The profits from an iPhone do not go to China.

1)semiconductor is root cause of this trade war.
2) the famous case shanghai professor came back from US faking Motorola DSP as self developed and swindled huge amount money shows China lacks real experts. No one found out till an annoymous letter pointed out. So much for your snap of fingers, all the experts would come.
3)China short of 400,000 qualified semiconductor professionals for development of the industries.
1) OK, the importance of semiconductor development has recently been stressed in China to the point that it cannot be stressed more. You are talking like they don't realize this epiphany of yours!
2) Doesn't mean you would have seen through it if you were there to advise the president. When countries make mistakes in investment, it's very easy to call it a mistake in retrospect, but a swindler is highly convincing even to experts on the spot. Experts the level of your boss and your boss's boss advise the CCP but it doesn't mean that they don't make mistakes and it certainly doesn't mean you'd do better.
3) They may be 400,000 short of the optimal number but that's still not evidence at all that you are more qualified than the current experts advising the CCP.

You making way too much assumptions for your own good.
What assumptions did I make? My previous post can be summarized as telling you not to make assumptions when you don't have classified information available to CCP advisers.

Tell you what: you're a patriotic guy; if you know so much about semiconductors offer them your advice. China is seeking real expertise on the subject. If you succeed, I will applaud you as a national hero. If they reject your request to be a top advisor, then maybe you're not as much an expert as you thought.

Yes, exactly! China, and by extension, Asia, is on the cusp of finally overturning two centuries of forced-upon-us-on-gunpoint colonization. We need all the men and women that we could! In everything that we do, think of how it can contribute, no matter how small, to this endeavour.

I notice you like get into those philosophical or logical debate try to demonstrate you are a smart guy in the liberal art area. maybe you will be next great Socrates. But that's not my cup of tea.
So, I am only going to respond to the first one.
1)China realizes Semiconductor is important but it doesn't realize it's US Semiconductor Association lead by John Neuffer doing alot complaining to lawmakers in Washington is the real root cause of of current demand in the trade war. China going after farmers shows it thinks Trump is the reason. Trump is just a business man , a surplus/deficit guy , he doesnt give a crap about intellectual rights and state capitalism . Now he was told what to do by his advisors.
Had China realizes the root cause, it would strike hard at US Semiconductor firms in China to get even and it didn't do much to those companies shows it probably doesn't know the root cause. How to punish those companies is also an art. I dont see China has expertise in that area.

Doesn't know the root cause they most likely will miscalculate.

No need for an article to make that conclusion. Ever since Trump became a public figure, he's had a problem with Asians. The first one he hated were the Japanese. Steve Bannon has touted Trump as seeing China as a problem for over 30 years. No, his first target was the Japanese during that time where Americans saw Japan as a worse enemy than the Soviet Union. So unless Bannon was just lumping all Asians ethnicities together, he's a liar. The same things people were complaining about the Japanese back then are still happening today. The targets have just changed accordingly to the times. Trump on the other hand doesn't forget his grudges.
