Well MLRS rocket doesnt turn. It can only be from a missile system and its definitely SAM's.
Also the missile did hit ground if you see the explosion and following smoke.

Looks like withdraw order has been given for the forces stuck at Severodonetsk. If you've ever played one of those Total War games you know the moment your forces start to run is when the most casualty are inflected. This may already be happening according to Russian telegram:

Suppose the two CAESAR capture is true I bet it's because Russians just straight up paid cash for them. In which case Putin is sending a message that he's got his inside man in Ukraine and can buy anything he wants.
