Another high-rise building hit in Kazan. This attack seems highly symbolic since the 16th BRICS summit was just in Kazan and it is very far from Ukraine.
What's the point of this other than symbolic gesture?
Does this improve their positioning on the ground? Or is it just desperation lashing out?
Sorry I meant symbolic to more than just Russia.
