The video's creators explained that it was "no necessary."
The teacher's point is: One possibility is that they were initially prepared to consider using a cooled infrared sensor, but ended up opting for an uncooled one. But this can be used as an excuse to cover up the missile's poor hit rate.

You need cooling to obtain better contrast against low heat targets vs. a cool or cold background.
