Probably those constant increases in the military budget that many boast about only fatten the pockets of the corrupt

Another possibility is the indolence of the Russians due to their aerial platforms, which, being one of the bases most attacked by Ukraine, have been unable to improve protection.

the guys at @fighterbomber describe it this way: "we have to learn"

Russians are slow to learn, and generally do so after many failures and losses, a couple of years may not be enough for them.

The telegram channel of aviators and fans of Russian aviation avoids talking about the losses of equipment, and only honors the memory of the dead... they already give us an idea that the losses are not only material.

This is such a dumb truism. Not only is it false, but it's actually damaging to the wider public and the military apparatus who adopts these truisms as actual truth, thus ruining any future planning and expectations.

Only thing F16 will achieve is to get ridiculiced and demystified as the rest of western weapons, and this is the main and only reasons they don’t send them.

Your premise is totally absurd, those squadrons would face immediately air defenses plus Russians scuadrons of combat planes, in a situation of inferiority.
It should further restrict the operational freedom of Russian aviation. Its impact could be big, but there won't be sexy footage; so the propaganda narrative is entirely up to statements made by military officials and loyal journalists spinning these statements "correctly".

It all depend on numbers. And low numbers which according to reports Ukraine would get would change nothing.

They will restrict few things. They will destroy some Su35 and SU30 that will be tasked with hunt the F16 and maybe some Su34, but in general they will operate in very bad conditions.

From which airbase will be deployed, in which conditions, etc?

They will face a number of SU35 and SU30 greatly exceeding their own numbers, and that have longer range weapons that the ones the F16 will mount and while being also attacked by air defenses.

They will operate under the worst possible environment, in the same way that western tanks operated in the worst conditions in the counter offensive, and in such context is difficult to have a significant impact
