I mean, isn't it just a timer? You can achieve that with a single chip.

It's actually quite challenging to make tho, considering that it's not only need to be small but also withstand considerable acceleration. For example, GsH-30-1 cannon for typical Russian aircraft may impose over 57000 G of acceleration to the projectile as unlike missile, the acceleration of tube gun are much more instanteneous.

Even simple artillery rounds can take over 15000 G of acceleration, thus why despite ideas arise in 1960's, Guided artillery shell only appear in 70's where electronics are more advanced and phenomenon is more well known.

Buckshot or Birdshot would be effective 25-50m depending on pellet size. There's also spread to consider. I imagine you'd want more spread rather than less.
More spread and bigger pellets means bigger gap between pellets... you can downsize pellets to have less gap but you loose range a lot doing so. It's more the barrel end choke that will induce spread than pellets size. Less spread the better for long range shot, reducing the gap and reducing the chance to miss even if you are right on target.

I use steel size T (5.08mm) for geese passing at higher altitude but using size 2 (3.81) for ducks in flight at way closer range.

Using lead or bismuth would downsize my pellets a lot passing from T(5.08) to BB (4.57) and size 2 (3.81) to size 4 (3.3). Cannot use lead anymore... was way more efficient.
