Perhaps they should make fake Shaheds made from cheap material and without warhead or guidance system and smaller, cheaper engine. Then launch it en masse alongside real Shaheds in 2 to 1 ratio of fake and real. Ukrainian AA can't risk not shooting down all of them even if they know most of them are fake. I heard they already encounter plywood drones with radar reflector to confuse air defence.What ammunition did Ukraine used to shoot down the shahed drone?
If it were missiles, then the trade off is economically logical. Russia should try to launch hundreds of them at once to exhaust Ukraine's defense system stockpile.

If you want them to serve as decoys, they need to have higher RCS to attract more SAM or at least the same. Wood is harder to use for building in quantity than plastic/fiberglass molding. It can be used but I don't see the purpose of it to build in quantity.Wooden ones are cheaper and can serve as decoys to waste expensive SAM. Wood also has very low RCS. In WW2 Japan used kamikaze planes made of wood.
